MahaCrimeOS AI marks a major leap in India’s fight against cybercrime, with Maharashtra emerging as a national leader in AI-powered digital policing. Unveiled in Mumbai at the Microsoft AI Tour, the platform signals a decisive shift toward technology-driven law enforcement, combining artificial intelligence, cloud infrastructure, and responsible governance to address the growing complexity of cyber threats.
The launch was announced by Microsoft Chairman and CEO Satya Nadella in the presence of Maharashtra Chief Minister Devendra Fadnavis. Developed jointly by CyberEye, the Maharashtra Government’s Special Purpose Vehicle MARVEL, and the Microsoft India Development Center, MahaCrimeOS AI is already live across 23 police stations in Nagpur. The state government has now proposed expanding it to all 1,100 police stations statewide.
Cybercrime in India has surged rapidly, with more than 3.6 million incidents reported in 2024. Against this backdrop, MahaCrimeOS AI is designed to augment police officers rather than replace them. By combining human judgment with AI-driven assistance, the platform enables faster investigations, reduces manual workload, and helps officers focus on complex, high-impact cases.
At its core, MahaCrimeOS AI is built on Microsoft Azure OpenAI Service and Microsoft Foundry. It integrates AI assistants, automated workflows, and secure cloud infrastructure to streamline cybercrime investigations. Officers can instantly create cases, extract data in multiple languages, and access contextual legal guidance, all within a unified digital environment.
The platform also embeds India’s criminal laws using AI-powered retrieval-augmented generation and open-source intelligence. This allows investigators to link related cases, analyse digital evidence more effectively, and respond to emerging cyber threats with greater speed and accuracy. Importantly, the system has been tailored specifically for real-world policing needs, ensuring secure, compliant deployment across jurisdictions.
Chief Minister Devendra Fadnavis highlighted the broader vision behind MahaCrimeOS AI and MARVEL. He emphasised that ethical and responsible AI for public good is central to Maharashtra’s governance strategy. By partnering with global technology leaders like Microsoft, the state aims to deploy AI copilots that fundamentally transform governance while remaining citizen-centric and transparent.
Microsoft views MahaCrimeOS AI as a benchmark for public safety innovation. Puneet Chandok, President of Microsoft India and South Asia, noted that the initiative goes beyond technology adoption. By combining Azure’s scale with advanced AI capabilities, the platform empowers officers to investigate smarter and more securely, while strengthening public trust and digital resilience.
From a policing perspective, the benefits are already visible. Harssh Poddar, Superintendent of Police, Nagpur Rural and CEO of MARVEL, described MahaCrimeOS AI as a system that turns investigative complexity into clarity and speed. He stressed that the platform sets new standards for governance and offers a scalable model that could be replicated across other Indian states.
CyberEye, the technology innovator behind the platform, sees MahaCrimeOS AI as India’s emerging digital shield. Founder and CEO Ram Ganesh explained that the collaboration enables officers even in remote areas to tackle sophisticated cybercrime with reduced workloads. Leveraging Microsoft’s technology stack ensures that frontline law enforcement has access to enterprise-grade AI tools.
The proposed statewide rollout will standardise how cybercrimes are registered, investigated, and resolved across Maharashtra. AI-powered workflows will help ensure consistency, transparency, and faster resolution times, while also generating insights that can inform broader cybercrime prevention strategies.
Beyond Maharashtra, MahaCrimeOS AI represents a significant step toward India’s vision of a digitally secure society. The collaboration between the state government, Microsoft, MARVEL, CyberEye, and IDC demonstrates how responsible AI adoption can strengthen governance, empower institutions, and protect citizens at scale.
